Primary Purpose: Oversees the District’s Bilingual, ESL and LOTE programs to ensure compliance with federal and state guidelines. Works collaboratively with district staff and outside personnel to provide research-based educational opportunities for students participating in such programs. Education / Certification: Master’s degree in educational administration or content area is required. Valid Texas Bilingual and ESL teaching certifications are preferred. Valid Mid-Management / Principal Certificate preferred. Special Knowledge / Skills: Extensive knowledge of learning theory. Extensive experience with Bilingual and Spanish Immersion programs. Knowledge of curriculum and instructional practices for Languages other than English (LOTE). Knowledge of curriculum and instructional practices PK-12. Knowledge of federal and state programs law. Ability to evaluate instructional programs and teaching effectiveness. Ability to implement policy and procedures. Ability to analyze and interpret data. Ability to manage budget and personnel. Ability to coordinate district instructional functions. Strong organizational, communication, and interpersonal skills. Experience / Other Requirements: Five years of experience as a classroom teacher, to include experience teaching or supervising dual language/Spanish Immersion/ESL classrooms is required. Personal cell phone is required to handle district related business, including after hours, or when away from the office on district business. Campus administration experience is preferred. Major Responsibilities and Duties: Program Management Assists with the development, implementation, and monitoring of high performance standards and guidelines for the bilingual and ESL programs, including Dual Language, Spanish Immersion, CALP, and ESL. Arranges for staff development sessions, including sessions on delivery of instruction, program implementation, and enriched learning in classroom settings. Develops and coordinates a continuing evaluation of the bilingual and ESL programs and implements changes based on the findings. Develops and implements innovative strategies to promote the appreciation of the bilingual instructional programs in the public and school communities. Initiates and supervises the development and revision of Bilingual, Spanish Immersion, CALP, and LOTE curriculum unit maps. Initiates and supervises the development and revision of Dual Language, Spanish Immersion, CALP and ESL handbooks. Evaluates the effectiveness of novice and/or struggling teachers and provide support including classroom coaching and demonstrations appropriate to various levels of instruction. Coordinates the summer school bilingual program required for K-1st grade students, including teacher hiring and pre/post testing requirements. Responsible for the federal and state compliance components of LPAC, TELPAS, and immigrant services. Ensures compliance with Title III requirements including completion of annual application and compliance report. Supports campuses in meeting Title III compliance requirements and goals. Staff Development Provides a program of professional growth and development for staff members at the campus and District level. Consultation Provides resources and materials to support staff in accomplishing program goals. Plans and conducts parent meetings for program recruitment, including parent advisory committee meetings. Budget and Inventory Administers the bilingual programs budget and ensures that programs and resources are cost-effective and that funds are managed wisely. Participates in grant-writing activities to obtain program funding. Assists with the selection and purchase of supplemental equipment and supplies for the program. Responsible for Title III budgets and meets all compliance guidelines. Policy, Reports, and Law Supervises and monitors Language Proficiency Assessment Committee (LPAC) audits and TELPAS audits. Ensures that all Title III compliance mandates are met annually. Collaborates with the federal and state programs department personnel to complete Title III application and compliance reports. Compiles, maintains, and files all physical and computerized reports, records, and other documents required. Complies with policies established by federal and state law, State Board of Education rule, and the local board policy. Responsible for properly maintaining district records, adhering to all policies set forth by the district for records maintenance and learning the records retention schedule for department records. Performs other duties and accepts other responsibilities as assigned. Research and Development Provides staff and parents with the latest developments and information related to curriculum including the Texas Essential Knowledge and Skills (TEKS), English Language Proficiency Standards (ELPS), and STAAR test specifications. Participates in the development and implementation of evaluation designs to monitor the effectiveness of the instructional program. Carefully analyzes student performance data and aligns resources and support according to student needs. Conducts extensive research and analysis of current Bilingual, Spanish Immersion, and ESL programs and practices and collaborates with district curriculum and instruction team to determine recommendations for implementation. Supervisory Responsibilities: Supervises and evaluates the performance of instructional staff, aides, and support staff.
