Primary Purpose:

Responsible for all business and financial services related to capital projects and fixed asset management. Prepares capital project budgets, amendments, bank reconciliations, and cash flow analysis. Verifies and follows federal, state and District procedures for all procurement, requisitions, and invoice processing. Tracks fixed assets and district capital assets programs. Assists with preparation of annual audit. Serves as the Business and Financial Services department liaison to all staff involved with the completion of capital projects.

 

Education / Certification:

  1. Bachelor’s degree in Accounting, Business Administration, or related field is required.

 

Special Knowledge / Skills:

  1. Ability to use data system software for financial recordkeeping
  2. Ability to assist with budgets, accounting, and financial statements
  3. Knowledge of construction industry procedures and practices
  4. Knowledge of TEA accounting and reporting guidelines
  5. Knowledge of basic construction cost accounting techniques
  6. Knowledge of State/Federal laws and regulations
  7. Knowledge of district policies and procedures
  8. Microsoft Excel and Word proficient
  9. Ability to communicate and work with people at various levels
  10. Ability to analyze processes and make recommendations for improvements
  11. Ability to establish and maintain effective working relationships with departmental staff

Experience / Other Requirements:

  1. Professional accounting/budget experience is preferred.
  2. Two years of experience in school business accounting or another governmental entity is preferred.

Major Responsibilities and Duties:

  1. Ensures District’s accounting systems operate in accordance with the Financial Accountability System Resource Guide and Generally Accepted Accounting Principles.
  2. Prepares and coordinates the financial data and cost accounting systems and services necessary to maintain accountability for professional analysis, planning and accounting for governmental funds, construction projects, bonds, and other financial instruments of the school district.
  3. Performs contract analysis to ensure compliance with contract components and appropriate payments according to terms.
  4. Prepares and develops budgets, cash flow reports, cash flow projections, forecasts, single and multi-year budget plans and other reports assigned or required.
  5. Perform technical accounting and budgeting work related to cost accounting, project accounting, government fund accounting, audit process and procedure including preparing fund transfers and journal entries.
  6. Maintain capital assets accounting, prepare schedule of additions and deductions to capital assets schedule in government-wide financials.
  7. Audits construction progress billings and any related capital projects; prepare billings for payment.
  8. Approves requisitions and budget transfers for bond expenses.
  9. Attends facilities and construction meetings and future bond planning meetings.
  10. Visits construction job sites to analyze and audit scope of work.
  11. Assists in the design and implementation of internal controls.
  12. Prepares reports and other documentation for the year-end audit.
  13. Works closely with all staff to facilitate the educational process by accurately and efficiently conducting school business.
  14. Provides a professional attitude and atmosphere when communicating with staff and patrons.
  15. Reviews current procedures with suggestions for increased efficiency and accuracy.
  16. Continually updates knowledge and skills to provide more productivity as the workload increases.
  17. Demonstrates behavior that is professional, ethical, responsible, and serves as a role model for all District staff.
  18. Responsible for properly maintaining district records, adhering to all policies set forth by the district for records maintenance and learning the records retention schedule for department records.
  19. Performs other duties as assigned.
